Production Facilities Certification

Introduction

In conjunction with consultants, the Ministry of Transportation of Ontario (MTO) and the Ontario Provincial Standards and Specifications (OPSS), the Concrete Ontario Technical Committee has developed a detailed concrete facility certification process.

How it Works

Concrete Ontario implements this by a production facility audit that is conducted by a qualified independent third party professional engineer in order to ensure that facilities, equipment, materials, material handling, product and delivery/mixer trucks have met the minimum prescribed qualifications and that the proper “capability” of producing quality concrete exists as per Canadian Standards Association A23.1-19 – Concrete Materials and Methods of Concrete Construction, and A23.2-19 – Methods of Test and Standard Practices for Concrete.

Prerequisites for Certification

The Concrete Ontario Facility Certification process consists of two mandatory parts that all members must meet before a plant certificate can be issued.

Part A – Concrete Facility Audit

This portion of the certification process addresses the mandatory certification requirements of the concrete facility, concrete mixing equipment and concrete delivery vehicles.

ECO GOLD
Part B – ECO Concrete Facility Audit

This portion of the certification process addresses both the mandatory environmental requirements of the Ministry of Environment that relate to concrete facility operation (ECO) and the optional best practice requirements that confirm the concrete producers’ commitment to exceed minimum environmental requirements (ECO Gold).

The granting of a Seal of Quality Concrete or a Seal of Special Quality Concrete is restricted to RMCAO members who possess a valid “Certification of Ready Mixed or Mobile Mix Concrete Production Facilities”

Approved Auditor’s List

In order to increase the credibility of the Plant Certification Program, all Concrete Ontario plant certifications must be completed by a third-party independent engineer.

Delivery Vehicle Certification

Concrete Ontario’s Approved Quality Program© for Ready Mixed Concrete Production Facilities includes certification cards for all concrete mixing and delivery vehicles (Section 4. Inspection and Certification of Delivery Vehicles). Drivers must place truck cards visibly on the interior of the rear window of the delivery vehicle.
